The described method should enable all programs to manage their thumbnails and to save them permanently. If a large group of programs do it this way they can also share these with each other, which is a big benefit for the user.

Furthermore, if you look through the spec there isn't very much image specific. This enable us to extend this standard in the future to arbitrary files and provide little previews for them (eg. PDF, HTML, ...).
